“Based on the decision of the committee that allowed the transition from Phase 1 to Phase 2 for Kedah, this means that there are no more states in Phase 1 in the whole country.”

“I would like to express my deepest appreciation and congratulations to all Malaysian families, especially the state governments who are working hard to manage the pandemic situation in their respective states, in order to meet the threshold values set,” he said.

On top of that, he also shared that the committee has decided to relax certain standard operating procedures (SOPs):

  • Official government and private functions including inaugurations and workshops are allowed in Phase 2 and Phase 3 states, provided guests have completed their vaccinations and only occupy 50% of the premises. Guests in Phase 4 states may occupy the premises at 100%, full capacity. (However, for individuals who have yet to be vaccinated, it is necessary to undergo a pre-event test using a self-test kit (saliva) before attending, witnessed by the organiser or with the confirmation from a medical practitioner.)
  • Skill training sectors and industrial training centres including vocational colleges, Technical and Vocational Education and Training (TVET) and others are allowed in all phases effective 15 October, as long as it is in line with the SOPs of the opening of institutes of higher learning (IPT).
  • Spectators and supporters of sports and recreational venues will be allowed in Phase 2, Phase 3 and Phase 4 states. This attendance covers before, during and after sports and recreational events provided spectators and supporters have completed their vaccinations and wear a face mask during the match. No eating or drinking activities will be allowed while at the premises. Children under the age of 18 are not allowed.

“More information on the SOPs for this new relaxations can be found on the official websites of the ministries involved and MKN’s website,” Ismail Sabri added.
