During the first phase, all travellers will need to use designated VTL bus services as well as be citizens, PR holders or long-term pass holders of the country they are trying to enter. This is to give priority to those who have been working in either country to visit their families.

“The Singapore-bound designated VTL-Land bus services will use Larkin Sentral Bus Terminal as the boarding and disembarkation point in Malaysia, and Queen Street Terminal as the boarding and disembarkation point in Singapore.”

All travellers must also be fully vaccinated and unvaccinated children below the age of 12 must be accompanied by vaccinated parents or guardians.

All individuals will also have to undergo Covid-19 screening and other health requirements determined by the respective countries.

“The land VTL will provide the opportunity for Malaysians and Singaporeans on both sides of the Causeway who have been separated from their families due to the Covid-19 pandemic, to be reunited with their loved ones,” read the statement.

According to CNA, Singapore Prime Minister Lee Hsien Loong said that the launch of the VTL (Land) is a big step towards reconnecting people and economies, and will further enhance the bilateral relationship of the two countries.

Designated bus services

CNA reports that there will be 32 land VTL designated bus services entering each country per day, with a maximum capacity of 45 “fully seated” passengers per trip.

This means that the daily quota will be about 2,900 travellers in total, with 1,440 passengers each way.

“Both governments have also agreed for a daily quota not exceeding 1,500 travellers at the initial stage, with weekly increments.”

The statement by the PMO added that the land VTL is only limited to bus services as a ‘control mechanism’ with other modes of transport to be included in stages.

All travellers are required to submit the SG Arrival Card with Electronic Health Declaration via the ICA website or through the SG Arrival Card mobile application that can be downloaded for free.
